The United Nations Paris Agreement states that signatories (also referred to as “Parties” to the agreement) should “respect, promote and consider their respective obligations on human rights” and to integrate these into their climate actions. The agreement “sets long-term goals to guide all nations to substantially reduce greenhouse gas emissions to limit the global temperature increase in this century.”  Since 2020, Parties must outline their long-term goals and climate actions through “Nationally Determined Contributions” or NDCs.

In November 2022, the Centre for International Environmental Law and the UN Office of the High Commissioner for Human Rights released a toolkit to guide Parties on how to integrate human rights in NDCs. The toolkit, “Integrating Human Rights in Nationally Determined Contributions (NDCs)”, centers public participation and domestic planning processes in formulating NDCs and integrating human rights obligations of Parties into “the implementation, monitoring, and evaluation of the NDC.” The toolkit consists of seven sections. Section 5 of the toolkit (pp. 23-27) sets out three recommendations that address integrating the rights and traditional knowledge of Indigenous peoples in NDCs:

  • Recommendation 5.1 Integrate obligations articulated by UNDRIP in the preparation and implementation of the NDC.
  • Recommendation 5.2 Respect the free, prior, and informed consent of Indigenous Peoples.
  • Recommendation 5.3 Integrate and respect traditional knowledge in the preparation and implementation of the NDC.

The section also provides reflection questions for Parties to consider throughout the process of including Indigenous peoples in the further development of climate adaptation and mitigation policies.

The Centre for Indigenous Environmental Resources (CIER) is pleased to announce the launch of the Climate Change Adaptation Planning Toolkit for Indigenous Communities.

The objective of the Indigenous Climate Change Adaptation Planning (ICCAP) Toolkit is to provide a suite of user-friendly tools, resources, and key considerations to support Indigenous individuals and communities interested in undertaking climate change adaptation planning. The intent is for the toolkit to be used by communities at all different stages of the adaptation planning process, including communities with little or no prior experience. The ICCAP Toolkit is currently available in English and will soon be available in French as well.
The ICCAP Toolkit was created by the Centre for Indigenous Environmental Resources (CIER) in partnership with Crown-Indigenous Relations and Northern Affairs Canada’s (CIRNAC) First Nations Adapt program. The ICCAP Toolkit consists of the following 4 key components:
    1. Indigenous Climate Change Adaptation Guidance document
    2. Climate Change Adaptation Planning Guidebooks for Indigenous Communities
    3. Indigenous Languages Glossary Workbook
    4. ​Two Indigenous Language Glossaries

On April 26, 2019, professional service firm Stantec received the Consulting Engineers of Ontario Award for its work developing the First Nations Infrastructure Resilience Toolkit (FN-IRT) in partnership with Ontario First Nations Technical Services Corporation (OFNTSC). The award recognizes the importance and innovative nature of the FN-IRT as a tool that can used by First Nation communities to identify how their infrastructure may be impacted by climate change and develop an asset management plan.

The FN-IRT was adapted from the widely recognized Engineers Canada’s Public Infrastructure Engineering Vulnerability Committee (PIEVC) protocol specifically for use by First Nations communities, many of whom are remote and isolated, and face unique risks from extreme weather, temperature, and precipitation due to climate change. The toolkit works by braiding together engineering information and Indigenous Knowledge to identify potential climate change impacts on a community’s infrastructure. Once these risks are identified, they can be taken into account in decisions regarding the maintenance, repairs, and replacement of roads, bridges, wastewater infrastructure, water treatment facilities, and more.

The FN-IRT is more streamlined than the original PIEVC protocol, making it suitable for use by small or remote First Nations with limited resources. Where First Nation communities may lack historical climate data, lndigenous Knowledge can be used to fill in gaps. Through understanding the risks of climate change to infrastructure, communities will be able to prepare for possible disasters before they happen and recover more quickly when they do occur.

The FN-IRT toolkit has been piloted in three First Nation communities: Mohawk Council of Akwesasne, Oneida Nation of the Thames, and Moose Cree First Nation, where it was used to assess climate change impacts on water and wastewater systems, housing, and schools.  Between 2018 and 2020, Crown-Indigenous Relations and Northern Affairs Canada’s First Nation Adapt program will be funding ten training sessions on applying the toolkit to 200 participants across Ontario.

We congratulate Stantec on their receipt of the Consulting Engineers of Ontario Award and their excellent work designing the toolkit in cooperation with OFNTSC. We look forward to learning how First Nations are applying this valuable tool in their communities.
